BACKGROUND AND PURPOSE

 

Currently, a school district must report its strategies for increasing community awareness of prekindergarten programs offered by the district to the Texas Education Agency (TEA). Interested parties contend that this measure causes excess work for a school district and the TEA because the district is also required to notify the population in the district with children who are eligible for enrollment in a prekindergarten class of the availability of the class. H.B. 1834 addresses this issue by eliminating certain requirements for increasing community awareness of prekindergarten programs.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1834 repeals Section 29.1534, Education Code, establishing certain requirements for increasing community awareness of prekindergarten programs offered by or in partnership with school districts.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
