BACKGROUND AND PURPOSE

 

The human trafficking prevention task force is not currently required to study issues relating to an association between human trafficking and the operation of certain sexually oriented businesses. H.B. 1930 seeks to address this issue by requiring the task force to examine the extent to which human trafficking is associated with the operation of such businesses and certain conditions related to any such association and by adding the Department of State Health Services to the list of organizations to be represented on the task force.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1930 amends the Government Code to include the commissioner of the Department of State Health Services or the commissioner's designee as a member of the human trafficking prevention task force. The bill requires the task force, in addition to its other duties, to examine the extent to which human trafficking is associated with the operation of sexually oriented businesses and the workplace or public health concerns that are created by that association.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
