BACKGROUND AND PURPOSE

 

Current law entitles a person who owns one or more horses, hogs, dogs, sheep, or goats in Texas to register for exclusive use any tattoo mark or other generally accepted identification method that is not previously recorded. The person may apply for such registration with the Department of Public Safety (DPS), the state agency charged with administering provisions of law relating to the registration of animal tattoo marks.  The registration is forwarded to the clerk of the county in which the animal is located.  Most people, however, register such marks directly with the county, rather than with DPS. H.B. 1991 repeals the provisions of law relating to the registration of animal tattoo marks with DPS.   

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1991 repeals Subchapter E, Chapter 144, Agriculture Code, relating to the registration of animal tattoo marks with the Department of Public Safety.

 

EFFECTIVE DATE

 

September 1, 2011.
