BACKGROUND AND PURPOSE

 

Voter rolls are routinely purged when the secretary of state periodically sends to voter registrars information relating to deceased individuals gathered from the Bureau of Vital Statistics.  Interested parties note that local registrars use the information to purge voter rolls and help prevent someone from voting in place of a recently deceased person. H.B. 2052 seeks to make statutory changes relating to the reporting of certain information to county voter registrars by the secretary of state.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2052 amends the Election Code to change from periodically to at least once in each calendar quarter of each year the frequency at which the secretary of state is required to furnish information obtained from the Bureau of Vital Statistics to the appropriate voter registrars to assist them in identifying the deceased registered voters of each county.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
