AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 2061 amends current law relating to the reporting of certain information to the director of the bureau of vital statistics.

 

[Note:  While the statutory reference in this bill is to the Texas Department of Health (TDH), the following amendments affect the Department of State Health Services, as the successor agency to TDH.]

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 191.024(a), Health and Safety Code, as follows:

 

(a)  Requires a person, including a local registrar, physician, midwife, or funeral director, who has information relating to a birth, death, or fetal death, on the state registrar's demand,  to supply the information to the state registrar in person, by mail, or through the local registrar.  Requires the person to supply the information on a form provided by the Texas Department of Health or on the original certificate.

 

SECTION 2.  Effective date:  upon passage or September 1, 2011.
