BACKGROUND AND PURPOSE

There is concern that current law does not adequately address the issue of updating voter information by purging voter rolls of deceased individuals. H.B. 2061 seeks to address this concern by adding the local registrar to the list of individuals and organizations that supply information relating to births and deaths to the state registrar.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2061 amends the Health and Safety Code to add a local registrar who has information relating to a birth, death, or fetal death to the persons required to supply the information on the state registrar's demand and clarifies that such information must be supplied in person, by mail, or through the local registrar to the state registrar.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
