BILL ANALYSIS

H.B. 2249

By: Bonnen

State Affairs

Committee Report (Unamended)

BACKGROUND AND PURPOSE

State agencies undergo periodic review by the Sunset Advisory Commission (commission).

The Legislature frequently changes the review schedule for certain agencies to balance the workload of the commission and to better align the reviews of agencies by grouping them based on subject matter.  H.B. 2249 serves this purpose of better aligning and grouping agencies set for Sunset review in upcoming biennia.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, institution, or agency.

ANALYSIS

H.B. 2249 adjusts the Sunset review dates of several agencies and removes one agency from the Sunset process.

H.B. 2249 changes the Sunset date for the Guardianship Certification Board from 2015 to 2013 to align with the review of most other Health and Human Service related agencies.

H.B. 2249 changes the Sunset date for the Interagency Task Force for Children with Special Needs from 2015 to 2013 to align with the review of most other Health and Human Service related agencies.

H.B. 2249 changes the Sunset date for the Licensed Court Interpreter Advisory Board from 2013 to 2019 to better balance the Sunset schedule.

H.B. 2249 removes the Sunset provision for the Board of Directors of the Official Citrus Producers' Pest and Disease Management Corporation.  Existing law provides the Commissioner of Agriculture the authority to dissolve the Corporation
