BACKGROUND AND PURPOSE

 

Colonel H. William "Bill" Card, Jr., of Harlingen was a decorated soldier who served nearly three decades in the United States Marine Corps, including service with the Joint Chiefs of Staff.  Upon retiring, Colonel Card chose to reside in Harlingen, where he served as mayor for many years. His work and tireless dedication to both his country and Harlingen are deserving of special recognition by the people of Texas.  H.B. 3049 proudly recognizes this great man by designating a portion of State Highway 499 as the Colonel Bill Card, Jr., Boulevard.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3049 amends the Transportation Code to designate the portion of State Highway 499 from U.S. Highway 77 to Grimes Avenue, located in the corporate limits of the city of Harlingen, as the Colonel Bill Card, Jr., Boulevard. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the highway number, the designation as the Colonel Bill Card , Jr., Boulevard, and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
