BACKGROUND AND PURPOSE
License renewal terms are different for a freestanding emergency medical care facility than for other health care facilities licensed by the Department of State Health Services. H.B. 3085 intends to provide a two-year term for freestanding medical care facility licenses.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3085 amends the Health and Safety Code to establish that the term of a license for a freestanding emergency medical care facility is two years and makes a conforming change.

September 1, 2011.
