Committee Report (Unamended)
BACKGROUND AND PURPOSE
Many state and local public libraries are struggling to maintain current functions in the face of fiscal constraints. H.B.3283 seeks to alleviate these financial burdens by offering an opportunity for investment, thus encouraging public and private partnership in public libraries.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2011.
