BACKGROUND AND PURPOSE

 

Special Agent Jaime Jorge Zapata was serving as a U.S. Immigrations and Customs Enforcement agent when he was attacked and killed in February 2011 while driving to Mexico City to support the fight against drug and human trafficking.  H.B. 3431 seeks to honor and recognize Special Agent Zapata for his service by designating a segment of U.S. Highway 77/83 and State Highway 4 as Jaime Zapata Memorial Boulevard. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3431 amends the Transportation Code to designate U.S. Highway 77/83 from the Brownsville and Matamoros Bridge to State Highway 4, and State Highway 4 from U.S. Highway 77/83 to State Highway 48, as Jaime Zapata Memorial Boulevard. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the highway number, the designation as Jaime Zapata Memorial Boulevard, and any other appropriate information, and erect a marker at each end of the boulevard and at appropriate intermediate sites along the boulevard.
