AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Currently, school districts are not permitted to use a transportation allotment authorized under the Education Code to pay for public transportation methods of transporting students to school. For some districts, it is inefficient to use district transportation methods to transport children, especially when the available public transportation option is less expensive or more efficient.
The purpose of the bill is to allow districts to use transportation funding as efficiently as possible by using available transportation options as one way to transport children to school.
H.B. 3506 amends current law relating to the use of transportation allotment funds by school districts to provide bus passes or cards to certain students.
RULEMAKING AUTHORITY
Rulemaking authority is expressly granted to the commissioner of education in SECTION 1 (Section 42.155, Education Code) of this bill.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 42.155, Education Code, by adding Subsection (l), as follows:
(l) Authorizes a school district, with the funds allotted under this section, to provide a bus pass or card for another transportation system to each student who is eligible to use the regular transportation system of the district but for whom the regular transportation system of the district is not a feasible method of providing transportation. Requires the commissioner of education by rule to provide procedures for a school district to provide bus passes or cards to students under this subsection.
SECTION 2. Effective date: upon passage or September 1, 2011.
