AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, the State of Texas provides for the issuance of disabled veteran license plates, as well as a disabled parking placard, for veterans of the United States armed forces if a veteran has suffered. The criteria for receiving the plates and the accompanying parking privileges does not provide for the plates to be retained by the surviving spouse of a disabled veteran on the occasion of the veteran's passing. To address this situation, H.B. 3580 provides for specialty license plates for the surviving spouse of a disabled veteran.

 

H.B. 3580 amends current law relating to the issuance of specialty license plates for surviving spouses of disabled veterans of the United States armed forces.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter D, Chapter 504, Transportation Code, by adding Section 504.317, as follows:

 

Sec.  504.317.  SURVIVING SPOUSES OF DISABLED VETERANS SPECIALTY LICENSE PLATES.  (a)  Defines, in this section, "surviving spouse."

 

(b) Requires the Texas Department of Motor Vehicles to issue specialty license plates for surviving spouses of disabled veterans of the United States armed forces.

 

SECTION 2.  Effective date: September 1, 2011.
