BACKGROUND AND PURPOSE

Currently, the Fannin County Juvenile Board consists of the county judge and the district judges in Fannin County.  Observers note that the board is not subject to the standard juvenile board requirements pertaining to quarterly meetings, general expenses, reimbursements for job-related expenses, staff, and general board duties. 

H.B. 3825 seeks to include the Fannin County Juvenile Board within the applicability of those standard juvenile board requirements and remove the exemption of the board from the requirements.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 3825 amends the Human Resources Code to specify that the Fannin County Juvenile Board is governed by provisions of law relating to the creation of a juvenile board in certain counties and to remove provisions of law relating to that juvenile board's composition, chairman, and chief administrative officer, and board member compensation and expense certification. The bill makes a conforming change.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
