BACKGROUND AND PURPOSE

 

Over the last 10 years, Rockwall County has experienced a significant increase in population. According to the U.S. Census Bureau, the county is now home to around 80,000 people. An additional district court in Rockwall County was created recently to accommodate the population increase.  However, some believe the continued growth of the county merits the inclusion of more than one district judge on the Rockwall County Juvenile Board.  H.B. 3835 seeks to address this concern.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3835 amends the Human Resources Code to specify that the composition of the Rockwall County Juvenile Board includes the district judges, rather than the district judge, in Rockwall County.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
