BACKGROUND AND PURPOSE

 

Interested parties contend that the park system of El Paso, the largest municipality in El Paso County, is significantly underfunded and that the community needs a stable source of operational funding for related capital investment and to effectively expand staff capacity and productivity. C.S.H.J.R. 92 seeks to add El Paso County to the list of counties permitted to issue bonds to fund the development and maintenance of parks and recreation facilities.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.J.R. 92 proposes an amendment to the Texas Constitution to authorize the legislature to permit conservation and reclamation districts all or part of which are located in El Paso County to issue bonds supported by property taxes to fund the development and maintenance of parks and recreational facilities. The resolution sets out the required ballot language.

 

ELECTION DATE

 

The constitutional amendment proposed by this joint resolution will be submitted to the voters at an election to be held November 8, 2011.

C.S.H.J.R. 92 differs from the original in nonsubstantive ways by conforming to certain bill drafting conventions.
