AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law (Chapter 702, Transportation Code) authorizes counties to refuse to register a vehicle to a person with an outstanding warrant for failure to appear or failure to pay a fine relating to a traffic violation by a municipality.  However, only home-rule municipalities may take advantage of the program.  This bill expands the Scofflaw Program to include general-law municipalities.

 

S.B. 86 amends current law relating to municipal contracts for enforcement of outstanding traffic violation arrest warrants.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Repealer: Section 702.002 (Application), Transportation Code.

 

SECTION 2.  Effective date: upon passage or September 1, 2011.
