BACKGROUND AND PURPOSE

Current statutes relating to freshwater fishing stamps are set to expire in 2014. Sales of such stamps generate approximately $6 million in revenue annually, and that revenue provides much needed funds for the construction, repair, maintenance, and replacement of fish hatcheries and for the purchase of sport fish for stocking public waters in Texas. S.B. 390 seeks to allow the issuance of freshwater fishing stamps to continue by repealing the provision that provides for the expiration of those laws. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 390 repeals Section 43.809, Parks and Wildlife Code, which specifies that the provisions of law relating to freshwater fishing stamps expire on September 1, 2014.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
