AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 461 amends Section 504.307 (Airborne Parachutists), Transportation Code, by changing the wording of the Airborne Parachutists specialty license plate.  This bill keeps all the requirements needed for someone to be issued the plates and the picture of the Airborne Badge, but changes the words from "Airborne Parachutist" to "U.S. Paratroopers."  The license plates were intended to honor those who participated in a combat jump while serving in the United States military and by changing the wording they can be better honored for their service.

 

S.B. 461 amends current law relating to the design and issuance of license plates for United States paratroopers.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 504.307, Transportation Code, as follows:

 

Sec. 504.307.  New heading:  UNITED STATES PARATROOPERS.  (a)  Requires the Texas Department of Motor Vehicles to issue specialty license plates for active, rather than persons active, and former members of the United States armed services who have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the United States Army Infantry School; or participated in at least one combat parachute jump.

 

(b)  Requires that the license plates include a likeness of the parachutist badge authorized by the Department of the Army, and the words "U.S. Paratrooper."

 

SECTION 2  Effective date: September 1, 2011.
