BACKGROUND AND PURPOSE

 

Currently, specialty license plates issued to honor those who participated in at least one combat parachute jump include the likeness of the parachutist badge authorized by the United States Department of the Army.  This badge may not be recognizable to many people.  S.B. 461 seeks to better honor the service of United States paratroopers by adding the words "U.S. Paratrooper" to these specialty license plates.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 461 amends the Transportation Code to require specialty license plates issued to certain members of the United States armed services who have participated in at least one combat parachute jump to include the words "U.S. Paratrooper." The bill makes a conforming change.

 

EFFECTIVE DATE

 

September 1, 2011.
