AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 778 amends current law relating to the inclusion of professional staff who educate students with disabilities on district-level and campus-level planning and decision-making committees.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Sections 11.251(b) and (e), Education Code, as follows:

 

(b)  Requires the board of trustees of each independent school district to establish a procedure under which meetings are held regularly by district-level and campus-level planning and decision-making committees that include representative professional staff, including, if practicable, at least one representative with the primary responsibility for educating students with disabilities, parents of students enrolled in the district, business representatives, and community members. 

 

(e)  Requires the committee membership, if practicable, to include at least one professional staff representative with the primary responsibility for educating students with disabilities. 

 

SECTION 2.  Effective date:  September 1, 2011.
