BACKGROUND AND PURPOSE
Previous legislative actions put in place a process by which district- and campus-level planning and decision-making committees were created to assist school districts or campuses in making the best decisions for improving student achievement and services. Interested parties suggest that this process has provided valuable assistance in efforts to improve learning and student performance. S.B. 778 seeks to further improve that process by including professional staff who educate students with disabilities on district-level and campus-level planning and decision-making committees.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 778 amends the Education Code to require a district- and campus-level planning and decision-making committee to include, if practicable, at least one professional staff representative with the primary responsibility for educating students with disabilities.

September 1, 2011.
