AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
S.B. 1059 amends Article 103.0033 (Collection Improvement Program), Code of Criminal Procedures, and gives counties the ability to contract with private entities to collect court costs, fees, and fines imposed in criminal cases. This bill simply gives counties another option to collect these fines, which, in most cases, will allow for a more effective and efficient local government.
As proposed, S.B. 1059 amends current law relating to the program for improvement of collection of court costs, fees, and fines imposed in criminal cases.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Article 103.0033(b), Code of Criminal Procedure, as follows:
(b) Provides that this article applies to each county in this state and to each municipality with a population of 100,000 or greater, rather than only to a county with a population of 50,000 or greater, and a municipality with a population of 100,000 or greater.
SECTION 2. Effective date: upon passage or September 1, 2011.
