AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, Loop 499 in Cameron County has no designation beyond County Road 109.  S.B. 1248 names this segment of Loop 499 as Colonel Bill Card, Jr., Boulevard to honor the accomplishments of a former mayor of Harlingen for his honorable service to his country and to his community.

 

As proposed, S.B. 1248 amends current law relating to the designation of a portion of State Highway 499 as the Colonel Bill Card, Jr., Boulevard.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.084, as follows:

 

Sec. 225.084.  COLONEL BILL CARD, JR., BOULEVARD.  (a) Designates the portion of State Highway 499 from U.S. Highway 77 to Grimes Avenue, located in the corporate limits of the city of Harlingen, as the Colonel Bill Card, Jr., Boulevard.

 

(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to providing that TxDOT is not required to design, construct, or erect a marker unless a grant or donation is made to cover the cost), to:

 

(1) design and construct markers indicating the highway number, the designation as the Colonel Bill Card, Jr., Boulevard, and any other appropriate information; and

 

(2) erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

SECTION 2.  Effective date: upon passage or September 1, 2011.
