AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 1711 allows the Cameron County Regional Mobility Authority (authority) to enter into public private partnerships to create a parkway between United States Highway 77/83 and Farm-to-Market Road 1847 in Cameron County.  Allowing the authority to enter into a public private partnership will help get the project completed as soon as possible.

 

As proposed, S.B. 1711 amends current law relating to certain comprehensive development agreements of regional mobility authorities.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter G, Chapter 370, Transportation Code, by adding Section 370.3053, as follows:

 

Sec.  370.3053.  LIMITED AUTHORITY FOR CERTAIN PROJECTS USING COMPREHENSIVE DEVELOPMENT AGREEMENTS.  Authorizes an authority, notwithstanding Sections 370.305(d) (relating to the expiration of the authority to enter into comprehensive development agreements) and (f) (relating to the expiration of the authority to enter into certain comprehensive development agreements), to enter into a comprehensive development agreement relating to the construction of the Outer Parkway Project from U.S. Highway 77/83 to Farm-to-Market Road 1847.

 

SECTION 2.  Effective date: September 1, 2011.
