A BILL TO BE ENTITLED
 
AN ACT
  relating to the inclusion of the total cost of residential retail
  electricity in advertisements and contracts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 39.101, Utilities Code, is amended by
  adding Subsection (i) to read as follows:
         (i)  A retail electric provider, power generation company,
  aggregator, or other entity that provides residential retail
  electric service shall provide in its advertisements and contracts
  the total cost of its residential retail service, including
  transmission and service provider distribution charges, pole
  charges, pass-through charges, and any other charges that may be
  charged on a customer's bill in addition to the cost per kilowatt
  hour.
         SECTION 2.  This Act takes effect September 1, 2011.
