A BILL TO BE ENTITLED
 
AN ACT
  relating to the use of public funds to print certain public
  documents in a language other than English and other bilingual
  requirements.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 2051, Government Code, is amended by
  adding Subchapter D to read as follows:
  SUBCHAPTER D. LANGUAGE REQUIREMENTS FOR STATE DOCUMENTS
         Sec. 2051.076.  USE OF PUBLIC MONEY TO PRINT PUBLIC
  DOCUMENTS IN LANGUAGE OTHER THAN ENGLISH. (a) In this section,
  "state agency" means a board, commission, department, office,
  institution, including an institution of higher education as
  defined by Section 61.003, Education Code, or other agency in the
  executive branch of the state government.
         (b)  Notwithstanding any other law, and except as provided by
  Subsection (c), a state agency may not use public money to print a
  public document in a language other than English.
         (c)  This section does not apply to:
               (1)  a historical document originally printed in a
  language other than English; or
               (2)  a document required under federal law or by the
  federal government to be printed in a language other than English.
         SECTION 2.  Chapter 272, Election Code, is repealed.
         SECTION 3.  The change in law made by this Act applies only
  to a document printed by a state agency on or after the effective
  date of this Act.
         SECTION 4.  This Act takes effect September 1, 2011.
