A BILL TO BE ENTITLED
 
AN ACT
  relating to the abolition of the Alternative Fuels Research and
  Education Division program administered by the Railroad Commission
  of Texas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter I, Chapter 113, Natural Resources
  Code, is repealed.
         SECTION 2.  On the effective date of this Act:
               (1)  the alternative fuels research and education fund
  is abolished; and
               (2)  any unobligated money remaining in the alternative
  fuels research and education fund is transferred to the undedicated
  portion of the general revenue fund.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
