A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of a municipality to regulate
  door-to-door solicitation and sales by an alarm systems company.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1702.134, Occupations Code, is amended
  by amending Subsection (a) and adding Subsection (a-1) to read as
  follows:
         (a)  Except as provided by Subsection (a-1), a [A] license
  holder or an employee of a license holder is not required to obtain
  an authorization, permit, franchise, or license from, pay another
  fee or franchise tax to, or post a bond in a municipality, county,
  or other political subdivision of this state to engage in business
  or perform a service authorized under this chapter.
         (a-1)  An alarm systems company, including any employee or
  contractor of an alarm systems company, engaged in business or
  performing a service in a municipality must comply with any
  ordinance regulating the unsolicited promotion, sale, or offer for
  sale of goods or services in the municipality.
         SECTION 2.  This Act takes effect September 1, 2011.
