A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to Internet access to checking account transactions of a |
|
|
public institution of higher education. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|
|
amended by adding Section 51.9741 to read as follows: |
|
|
Sec. 51.9741. INTERNET ACCESS TO CHECKING ACCOUNT |
|
|
TRANSACTIONS. Each institution of higher education, as defined by |
|
|
Section 61.003, shall post on the institution's Internet website a |
|
|
copy of the institution's checking account transaction register to |
|
|
the extent necessary to provide, for each payment by check or |
|
|
electronic transfer drawn from money appropriated from the state |
|
|
general revenue fund or received as student tuition or fee |
|
|
payments: |
|
|
(1) the check or transaction number; |
|
|
(2) the amount of the payment; |
|
|
(3) the date of the payment; |
|
|
(4) a brief description of the purpose of the payment; |
|
|
and |
|
|
(5) the name of the payee. |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2011. |
