A BILL TO BE ENTITLED
 
AN ACT
  relating to the categories of performance for which a public school
  campus may receive a distinction designation.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 39.203(c), Education Code, is amended to
  read as follows:
         (c)  In addition to the distinction designations described
  by Subsections (a) and (b), a campus that satisfies the criteria
  developed under Section 39.204 shall be awarded a distinction
  designation by the commissioner for the following programs or the
  following specific categories of performance:
               (1)  academic achievement in English language arts,
  mathematics, science, or social studies;
               (2)  fine arts;
               (3)  physical education;
               (4)  21st Century Workforce Development program; [and]
               (5)  second language acquisition program; and
               (6)  school counseling program.
         SECTION 2.  Section 39.204(c), Education Code, is amended to
  read as follows:
         (c)  Each committee established under this section must
  include:
               (1)  individuals who practice as professionals in the
  content area or service area relevant to the distinction
  designation, as applicable;
               (2)  individuals with subject matter expertise in the
  content area or individuals with demonstrated expertise in the
  service area relevant to the distinction designation;
               (3)  educators with subject matter expertise in the
  content area or educators with demonstrated expertise in the
  service area relevant to the distinction designation; and
               (4)  community leaders, including leaders from the
  business community.
         SECTION 3.  This Act applies beginning with the 2011-2012
  school year.
         SECTION 4.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
