A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to librarians employed by school districts. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter B, Chapter 33, Education Code, is |
|
amended by adding Section 33.023 to read as follows: |
|
Sec. 33.023. CERTIFIED LIBRARIAN. (a) A school district |
|
with any district campus at which 500 or more students are enrolled |
|
may employ for each elementary school in the district a librarian |
|
certified under the rules of the State Board for Educator |
|
Certification. A district may employ for every 500 elementary |
|
school students enrolled in the district at least one librarian |
|
certified under the rules of the State Board for Educator |
|
Certification. |
|
(b) To the extent practicable, a school district without any |
|
district campus at which at least 500 students are enrolled shall |
|
provide the services of a librarian to elementary school students |
|
by: |
|
(1) employing a part-time librarian certified under |
|
the rules of the State Board for Educator Certification; |
|
(2) employing a part-time teacher certified as a |
|
librarian under the rules of the State Board for Educator |
|
Certification; or |
|
(3) entering into a shared services arrangement |
|
agreement with one or more other school districts to share a |
|
librarian certified under the rules of the State Board for Educator |
|
Certification. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2011. |
