A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Texas Department of Transportation on
  public transportation services for people with disabilities.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 461.004, Transportation Code, is amended
  by adding Subsections (c) and (d) to read as follows:
         (c)  Not later than December 31, 2012, the department shall
  conduct a study of public transportation services in this state
  designed for people with disabilities. The study must include:
               (1)  identification of the different public
  transportation services in this state designed for people with
  disabilities;
               (2)  evaluation of the efficiencies and inefficiencies
  of public transportation services in this state designed for people
  with disabilities, including any inefficiencies attributable to a
  lack of uniformity in eligibility standards among public
  transportation providers; and
               (3)  conclusions regarding strategies to eliminate
  inefficiencies of public transportation services in this state
  designed for people with disabilities.
         (d)  Not later than January 31, 2013, the department shall
  report and make recommendations on the findings of the study to the
  governor, the lieutenant governor, the speaker of the house of
  representatives, and the appropriate committees of the
  legislature. This subsection and Subsection (c) expire March 1,
  2013.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2011.
