A BILL TO BE ENTITLED
 
AN ACT
  relating to required disclosure for appointment of certain
  impartial third parties.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 154, Civil Practice and
  Remedies Code, is amended by adding Section 154.0521 to read as
  follows:
         Sec. 154.0521.  DISCLOSURE REQUIRED. To be appointed an
  impartial third party to facilitate an arbitration under this
  subchapter, a person must disclose to all parties the nature of any
  financial or other relationship the person has to any party.
         SECTION 2.  The change in law made by this Act applies only
  to the appointment of an impartial third party that takes place on
  or after the effective date of this Act. An appointment of an
  impartial third party that takes place before the effective date of
  this Act is governed by the law in effect immediately before that
  date, and that law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2011.
