CONCURRENT RESOLUTION
|
|
WHEREAS, With the state facing a $26 billion shortfall, there |
|
is great risk that unfunded mandates will be placed on local |
|
governments and that local property tax payers will have to bear the |
|
brunt of state directives; and |
|
WHEREAS, Unfunded and underfunded mandates from both the |
|
state and federal governments impose costs on Texas cities, |
|
counties, school districts, community college districts, and |
|
hospital districts, all of which then have no choice but to increase |
|
local property tax rates or reduce services; and |
|
WHEREAS, In light of the recent economic recession, which |
|
continues to affect citizens and local governmental entities alike, |
|
it is especially critical that the state avoid generating |
|
additional costs for Texas cities, counties, school districts, |
|
community college districts, and hospital districts; now, |
|
therefore, be it |
|
RESOLVED, That the 82nd Legislature of the State of Texas |
|
hereby express its intent to avoid placing unfunded mandates, |
|
including any that may be part of emergency measures, on local |
|
governments. |
