CONCURRENT RESOLUTION
         WHEREAS, With the state facing a $26 billion shortfall, there
  is great risk that unfunded mandates will be placed on local
  governments and that local property tax payers will have to bear the
  brunt of state directives; and
         WHEREAS, Unfunded and underfunded mandates from both the
  state and federal governments impose costs on Texas cities,
  counties, school districts, community college districts, and
  hospital districts, all of which then have no choice but to increase
  local property tax rates or reduce services; and
         WHEREAS, In light of the recent economic recession, which
  continues to affect citizens and local governmental entities alike,
  it is especially critical that the state avoid generating
  additional costs for Texas cities, counties, school districts,
  community college districts, and hospital districts; now,
  therefore, be it
         RESOLVED, That the 82nd Legislature of the State of Texas
  hereby express its intent to avoid placing unfunded mandates,
  including any that may be part of emergency measures, on local
  governments.
