HOUSE CONCURRENT RESOLUTION
         WHEREAS, Dr. Kelly Overley has been recognized with a 2011
  Woman of Excellence award from the YWCA of Lubbock for her
  professional achievements; and
         WHEREAS, An annual project that has honored 185 individuals
  since 1989, the YWCA Women of Excellence awards are given to women
  leaders whose contributions to business, industry, and area
  associations are crucial to the success of those organizations and
  the Lubbock community; the awards program is in keeping with the
  YWCA's goal to empower women and their families and to establish
  strong role models for the next generation of South Plains women;
  and
         WHEREAS, Dr. Kelly Overley has served as vice chancellor for
  institutional advancement with the Texas Tech University System and
  as chief operating officer of the Texas Tech Foundation since 2007;
  she leads a team of 120 development officers and oversees the
  fund-raising initiatives of every component of the TTU System:  
  Texas Tech University, the Texas Tech University Health Sciences
  Center, and Angelo State University; her stellar performance is
  reflected in the fact that, under her guidance, her office has
  achieved four of its top five fund-raising years; Dr. Overley is
  currently directing an ambitious system-wide campaign to raise $1
  billion, a goal that is already more than halfway within reach; and
         WHEREAS, A native of El Paso, Dr. Overley received her
  bachelor's degree in public relations from Texas Tech University
  and went on to earn a master's degree in educational administration
  and a doctoral degree in educational leadership and foundations
  from The University of Texas at El Paso; she began her professional
  career as an elementary school teacher and as director of gifted and
  talented education with the Socorro Independent School District,
  and she subsequently worked as a major gifts officer at UTEP; in
  2003, she joined the Texas Tech University Health Sciences Center
  as senior director of development for the Paul L. Foster School of
  Medicine; and
         WHEREAS, In addition to her work with the TTU System, Dr.
  Overley plays an active role in the community and has helped to lead
  a number of worthy organizations, including the Alzheimer's
  Association and the Foundation for Women's Resources; and
         WHEREAS, This esteemed Texan is the recipient of many
  well-deserved accolades, among them selection as an Outstanding
  Alumna of 2010 by the Texas Tech University College of Mass
  Communications and as an Outstanding Fundraising Professional by
  the Lubbock Area Chapter of the Association of Fundraising
  Professionals; in 2009 she was honored by the Lubbock Economic
  Development Alliance as one of its "20 Under 40" leaders; and
         WHEREAS, Inspiring others with her notable accomplishments,
  Dr. Kelly Overley stands at the forefront of those individuals who
  are making a positive difference in their communities, and she is
  indeed deserving of this prestigious honor; now, therefore, be it
         RESOLVED, That the 82nd Legislature of the State of Texas
  hereby congratulate Dr. Kelly Overley on her selection as a 2011
  Woman of Excellence by the YWCA of Lubbock and extend to her sincere
  best wishes for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Kelly Overley as an expression of high regard by
  the Texas House of Representatives and Senate.
