HOUSE CONCURRENT RESOLUTION
 
         WHEREAS, Members of the Texas State Association of
  Parliamentarians are gathering in Houston May 20-22, 2011, to
  participate in their annual convention, and this occasion provides
  an ideal opportunity to recognize this outstanding organization;
  and
         WHEREAS, Established in 1955, the TSAP is a constituent
  division of the National Association of Parliamentarians; the
  national organization was founded in 1930 and ranks as the oldest
  and largest professional nonprofit association of parliamentarians
  in the world; its primary objectives are teaching, promoting, and
  disseminating the philosophy and principles underlying the rules of
  deliberative assemblies; and
         WHEREAS, Members of the TSAP benefit from a supportive
  environment in which their fellow members share their expertise and
  years of experience; a solid knowledge of parliamentary law is
  essential to assemblies of all sizes, from the United States
  Congress and state legislatures to school boards, corporate boards,
  churches, clubs, and professional organizations; and
         WHEREAS, Parliamentary procedure enables deliberative bodies
  to transact the business of their meetings in an orderly,
  productive, and democratic fashion, and parliamentarians play a
  vital role in furthering a structure that facilitates fair and
  efficient decision making; now, therefore, be it
         RESOLVED, That the 82nd Legislature of the State of Texas
  hereby recognize the Texas State Association of Parliamentarians on
  the occasion of its 2011 convention and extend to all those
  participating sincere best wishes for a productive event; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for the association as an expression of high regard by the
  Texas House of Representatives and Senate.
