A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment authorizing the legislature |
|
|
to create a social loan program. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article III, Texas Constitution, is amended by |
|
|
adding Section 51-h to read as follows: |
|
|
Sec. 51-h. Notwithstanding any other provision of this |
|
|
constitution, the legislature by general law may authorize the use |
|
|
of public money to provide low-interest, short-term loans to |
|
|
low-income individuals for the purpose of covering emergency |
|
|
expenses. The legislature shall provide for the terms and |
|
|
conditions of a loan made under this section. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 8, 2011. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment authorizing the |
|
|
legislature to create a social loan program." |
