A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment to prohibit the state or a |
|
|
governmental entity in the state from providing support for the |
|
|
performance of an abortion or abortion-related services. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article III, Texas Constitution, is amended by |
|
|
adding Section 52l to read as follows: |
|
|
Sec. 52l. This state or a governmental entity in this state |
|
|
may not provide support to a person or facility that performs |
|
|
abortions or provides abortion-related services. Support |
|
|
includes: |
|
|
(1) directly or indirectly using state or local tax |
|
|
revenue to finance the performance of an abortion or a service |
|
|
related to an abortion; and |
|
|
(2) providing preferential access to assets that are |
|
|
owned or controlled by this state or a governmental entity in this |
|
|
state through a lease, contract, or other agreement. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 8, 2011. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment to prohibit the state |
|
|
or a governmental entity in the state from providing support for the |
|
|
performance of an abortion or abortion-related services." |
