A JOINT RESOLUTION
  proposing a constitutional amendment requiring a state senator or
  state representative to forfeit office on the final conviction of a
  felony.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 11-a to read as follows:
         Sec. 11-a.  If any Senator or Representative is finally
  convicted of a felony under the law of this state, another state, or
  the United States, the Senator or Representative shall immediately
  forfeit the Senator's or Representative's office, and the vacancy
  shall be filled as provided by Section 13 of this article.  A person
  who forfeits office under this section may not continue to perform
  the duties of the office under Section 17, Article XVI, of this
  constitution.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment requiring a state
  senator or state representative to immediately forfeit legislative
  office on final conviction of a felony."
