A JOINT RESOLUTION
|
|
proposing a constitutional amendment relating to the right to life |
|
beginning at fertilization. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 19, Article I, Texas Constitution, is |
|
amended to read as follows: |
|
Sec. 19. (a) No citizen of this State shall be deprived of |
|
life, liberty, property, privileges or immunities, or in any manner |
|
disfranchised, except by the due course of the law of the land. |
|
(b) The protections of this section regarding the right to |
|
life apply from the point of fertilization, when genetic |
|
information is gathered inside a cell, until death. The |
|
protections of this article regarding the life of an unborn child |
|
apply to the unborn child of any woman physically present in this |
|
state. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 8, 2011. |
|
The ballot shall be printed to provide for voting for or against the |
|
proposition: "The constitutional amendment protecting life from |
|
the point of fertilization." |
