  H.R. No. 181

R E S O L U T I O N

WHEREAS, Bikers from across Texas are gathering in Austin on

  January 24, 2011, for their Legislative Day at the State Capitol;

  and

WHEREAS, Members of statewide groups such as the Texas

Motorcycle Rights Association, the US Defenders/Coalition of

Independent Riders, the Texas Confederation of Clubs and

Independents, and the Texas Abate Confederation all participate in

  this notable event; and

WHEREAS, The thriving membership of these organizations

demonstrates the large number of Texas citizens who are avid

bikers; hundreds of thousands of motorcycles are registered in the

Lone Star State, and this biennial legislative rally draws

thousands of motorcyclists to Austin; the advocacy of dedicated

riders has contributed to numerous positive developments through

the years, including the "Share the Road" initiative, and they have

also backed other programs that promote the safety of Texans on two

wheels, including the "Look Twice for Motorcycles" campaign

sponsored by the Texas Transportation Institute; and

WHEREAS, The 2011 gathering of motorcycle riders at the State

Capitol provides a fitting opportunity to remember Sputnik, the

founder and former chair of the Texas Motorcycle Rights

Association, the group that arranged the first Legislative Day for

bikers in 1995; after many years of doing his utmost to protect the

rights of his fellow riders, this respected biker passed away on

June 24, 2010, but his legacy of integrity and determination will

continue to inspire others for many years to come; and

WHEREAS, Motorcycle enthusiasts embody many of the qualities

that are central to the Texas identity, including a spirit of

adventure, a passion for freedom, a deep love of the outdoors, and a

willingness to lend a helping hand to those in need; they are

equally dedicated to taking an active role in our representative

form of government and voicing their support for the rights

outlined in our state and national constitutions; through their

attention to the legislative process, these concerned citizens are

addressing issues of importance to motorcyclists across the Lone

Star State, and the rumble of their machines in the streets of

  downtown Austin on January 24 is the sound of democracy in action;

  now, therefore, be it

RESOLVED, That the House of Representatives of the 82nd Texas

Legislature hereby welcome all those motorcyclists participating

in Legislative Day at the State Capitol and extend to them sincere
