R E S O L U T I O N
         WHEREAS, Colonel Manuel Rodriguez is being promoted to
  brigadier general and assigned as deputy commander, Army, Texas
  State Guard, on February 27, 2011; and
         WHEREAS, Born in Seattle, Washington, Colonel Rodriguez
  began his military career on August 17, 1983, when he was
  commissioned as a second lieutenant in the U.S. Army; a veteran of
  Operation Desert Storm, he has seen duty in Iraq and Afghanistan, as
  well as in Bosnia-Herzegovina, Honduras, and Germany; and
         WHEREAS, During his distinguished 22-year tenure in the army,
  Colonel Rodriguez served as a plans officer for the 1st Cavalry
  Division, as executive officer for the 312th Military Intelligence
  Battalion and 504th Military Intelligence Brigade, as plans officer
  for the III Corps, as deputy director of strategic plans and policy
  in the Combined Forces Command--Afghanistan, and as chief of plans
  for the III Corps; he also taught military science at the University
  of South Dakota; and
         WHEREAS, After retiring from the army in 2005, Colonel
  Rodriguez joined the Texas State Guard as commander of the 2nd Civil
  Affairs Regiment; since 2010 he has served the state guard as the J1
  personnel officer; and
         WHEREAS, Colonel Rodriguez holds a bachelor's degree in
  history and master's degrees in military arts and sciences and in
  public administration; he is a graduate of the Army Airborne School
  and Air Assault School, the Armor Officer Basic Course, the
  Military Intelligence Officer Advanced Course, the Combined Arms
  and Services Staff School, the Command and General Staff School,
  and the School of Advanced Military Studies; and
         WHEREAS, This esteemed officer and his wife, Teresa, take
  great pride in their family, which includes three children,
  Melissa, Megan, and Manuel, and a grandchild; and
         WHEREAS, An accomplished leader who brings exceptional
  knowledge, skill, and experience to his new post, Manuel Rodriguez
  is an invaluable asset to the Texas State Guard, and his promotion
  to the rank of brigadier general is indeed well deserved; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Manuel Rodriguez on his promotion
  to the rank of brigadier general and his assignment as deputy
  commander, Army, Texas State Guard, and extend to him sincere best
  wishes for continued success in all his endeavors; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Colonel Rodriguez as an expression of high regard by
  the Texas House of Representatives.
