R E S O L U T I O N
         WHEREAS, Jack James, whose outstanding tenure with the
  Garland Fire Department spanned 36 years, has stepped down from his
  post as assistant fire chief to assume his new duties as justice of
  the peace for Precinct One in Rockwall County; and
         WHEREAS, A graduate of the University of South Florida, Jack
  James joined the Garland Fire Department in January 1975; he rose
  steadily through the ranks, winning promotion to driver,
  lieutenant, and captain before assuming the title of assistant fire
  chief in 1994; while holding the latter rank, he served as chief of
  administration and later as chief of operations; and
         WHEREAS, Over the course of his distinguished career, Chief
  James earned master firefighter certification from the Texas
  Commission on Fire Protection and completed the executive fire
  officer program at the National Fire Academy; he served on the
  Firefighter Advisory Board and the Paramedic Advisory Board, and he
  helped coordinate the Citizens Fire Academy, the Technical Rescue
  Team, and the Uniform Clothing Committee; and
         WHEREAS, In addition to his skilled leadership, Chief James
  was noted among Garland firefighters for his irrepressible sense of
  humor, a much-appreciated trait that helped to lighten the stress
  of their job and that contributed to the high morale of the
  department; and
         WHEREAS, In all of his endeavors, Jack James has enjoyed the
  love and support of his wife, Judy, and his children, Justin and
  Jennifer; a longtime resident of Rockwall County, Chief James was
  elected as justice of the peace for Precinct One in November 2010;
  and
         WHEREAS, Through his unwavering commitment to protecting the
  lives and property of his fellow citizens, Jack James has earned the
  respect and admiration of his colleagues and the lasting gratitude
  of his community, and his dedication to public service is a
  continuing source of inspiration to all who know him; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby commend Jack James for his exemplary service
  with the Garland Fire Department and extend to him sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. James as an expression of high regard by the Texas
  House of Representatives.
