R E S O L U T I O N
|
|
WHEREAS, The citizens of Jacksonville lost a distinguished |
|
public servant with the death of former chief of police and city |
|
council member Floyd Wayne Stiefer on February 11, 2011, at the age |
|
of 66; and |
|
WHEREAS, Floyd Stiefer was born in Jacksonville on April 4, |
|
1944, to Jewel Stiefer and Floyd B. Stiefer; he answered his |
|
nation's call to duty during the Vietnam War and served as a member |
|
of the U.S. Air Force; and |
|
WHEREAS, Following his military service, Mr. Stiefer entered |
|
law enforcement as a bailiff for Cherokee County; he joined the |
|
Jacksonville Police Department as a patrolman in 1975, and over the |
|
next 10 years, he held a number of positions, including dispatcher |
|
and criminal investigations officer; he graduated from the FBI |
|
Academy in Quantico, Virginia, in 1984 and was subsequently |
|
appointed Jacksonville's chief of police; and |
|
WHEREAS, A strong advocate for continuing education for |
|
police officers, Chief Stiefer logged more than 3,000 hours of |
|
training over the course of his career and obtained an associate's |
|
degree from Tyler Junior College; moreover, in 1999, he earned the |
|
highest possible rank from the Commission on Law Enforcement |
|
Officer Standards and Education; known as a caring and encouraging |
|
leader, he put his staff before himself and worked tirelessly to |
|
benefit the department; he retired in 2001; and |
|
WHEREAS, That same year, Chief Stiefer was elected to |
|
represent District 4 on the Jacksonville City Council, and he went |
|
on to serve as mayor pro tem until 2006; and |
|
WHEREAS, Floyd Stiefer dedicated his life to serving his |
|
hometown community, and he will be long remembered with admiration |
|
and affection by all those who were privileged to know him; now, |
|
therefore, be it |
|
RESOLVED, That the House of Representatives of the 82nd Texas |
|
Legislature hereby pay tribute to the memory of Floyd Wayne Stiefer |
|
and extend sincere condolences to the members of his family: to his |
|
true love, Shine Chancellor; to his mother, Jewel Stiefer; to his |
|
daughter, Shannon Ellis, and her husband, James; to his |
|
grandchildren, Courtney Ellis and Dustin Ellis; to his sister, |
|
Charlotte Taylor, and her husband, Weldon; to his brother, Ricky |
|
Stiefer, and his wife, Cynthia; to his nephews and nieces, Matt |
|
Taylor and his wife Stephanie, Zach Taylor, Sara Griffin and her |
|
husband, Luke, Erin Taylor, Jason Stiefer, Melanie Stiefer, and |
|
Nathan Stiefer and his wife, Tamara; and to his other relatives and |
|
many friends; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Floyd |
|
Stiefer. |
