R E S O L U T I O N
         WHEREAS, Residents of the Chihuahua community in Del Rio lost
  their honorary mayor and beloved neighbor with the passing of
  Victor H. Garcia, Jr., on January 8, 2011, at the age of 76; and
         WHEREAS, Victor Garcia was born in Del Rio on September 7,
  1934, to Victor and Antonia Garcia; he married the former Angelina
  Ramirez, with whom he had seven children and shared 44 rewarding
  years before her passing; and
         WHEREAS, In his youth, Mr. Garcia was employed as a sheep
  shearer, developing a work ethic that served him well as he strove
  to meet his goal of owning a business; he eventually founded Garcia
  and Sons Roofing, which he ran until his retirement in 1989; and
         WHEREAS, Mr. Garcia subsequently dedicated himself to
  improving the Chihuahua neighborhood, where he lived for more than
  half a century; he was in regular contact with both the city and the
  county and was instrumental in getting roads paved and parks
  beautified; West Martin Park was abandoned until Mr. Garcia's
  persistent efforts led to the installation of playground equipment,
  a basketball court, and a covered seating area, and the youth soccer
  fields in the neighborhood were in disrepair before he began
  tending to the grounds; and
         WHEREAS, At each of the parks he cared for, Mr. Garcia worked
  with elected officials to have flagpoles installed and American
  flags raised, additions he felt encouraged respect of the space;
  moreover, at the Canon Street park, known locally as Victor Garcia
  Park, he advocated for the placement of a plaque in honor of
  Chihuahua residents who had died in combat; his commitment to
  making the neighborhood a better place to live, especially for
  children, earned him the nickname "the mayor of Chihuahua"; and
         WHEREAS, Although Victor Garcia will be deeply missed by all
  who were privileged to know him, he leaves behind a record of
  accomplishment that will continue to benefit others for many years
  to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby pay tribute to the life of Victor H. Garcia, Jr.,
  and extend sincere sympathy to the members of his family: to his
  daughters, Gloria Torres and her husband, Roland, Olga Resendez,
  Silvia Cardenas and her husband, Martin, Angelina Garcia and her
  husband, Miguel, and Leticia Garcia; to his sons, Rodolfo Garcia
  and his wife, Margarita, and Victor Roberto Garcia and his wife,
  Aidee; to his 17 grandchildren and 18 great-grandchildren; to his
  sister, Eloisa Ramirez, and her husband, Domingo; to his brother,
  David Maldonado, and his wife, Angelica; and to his other relatives
  and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Victor
  Garcia.
