R E S O L U T I O N
         WHEREAS, Larry Feeler, founder and CEO of WorkSTEPS, has been
  named the 2011 Entrepreneur of the Year by the Odessa Chamber of
  Commerce; and
         WHEREAS, WorkSTEPS is a functional employee testing company
  with the goal of reducing work-related injuries, and their
  associated costs, for employers; using proprietary tests to
  determine the overall fitness of employment candidates to perform
  essential job functions, WorkSTEPS helps employers better match
  workers' strengths to their jobs in order to create a safer
  workplace; Mr. Feeler devised the tests as a solution to the rising
  workers' compensation claims that his father's pipeline
  construction company was facing; in the first year of testing his
  father's new employees, injuries and costs were reduced by more
  than 60 percent, and the company saved three quarters of a million
  dollars; Mr. Feeler formally incorporated WorkSTEPS in 1994; and
         WHEREAS, Since then, it has become one of the largest
  functional employee testing companies in the United States,
  administering tests through a network of more than 700
  rehabilitation service providers; the company has expanded over the
  years to include post-injury testing programs, as well as other
  services to help corporations contain and control costs related to
  employment and work-related environments; WorkSTEPS is further
  distinguished by its fund-raising efforts in behalf of such
  nonprofit organizations as the March of Dimes, the National Amputee
  Golf Association, Mission of Hope Haiti, and Wounded Warriors; and
         WHEREAS, Mr. Feeler holds a degree from The University of
  Texas Medical Branch at Galveston and, in addition to his success in
  the area of workplace health, he is a licensed physical therapist
  who owns one of the largest private practice physical therapy
  clinics in the country; and
         WHEREAS, Dynamic and creative entrepreneurs play a vital role
  in the future of Texas, and this award justly recognizes Larry
  Feeler's outstanding contributions to his community and beyond;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Larry Feeler on being named the
  2011 Entrepreneur of the Year by the Odessa Chamber of Commerce and
  extend to him sincere best wishes for continued success and
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Feeler as an expression of high regard by the Texas
  House of Representatives.
