R E S O L U T I O N
         WHEREAS, March 21, 2011, has been designated as World Down
  Syndrome Day to raise awareness of that condition and to recognize
  the vital role people with Down syndrome play in our families and
  communities; and
         WHEREAS, The result of a chance biological occurrence, Down
  syndrome is a genetic condition that causes delays in physical and
  intellectual development; the date of the observance, 3-21,
  represents the three copies of chromosome 21, which is unique to
  people with Down syndrome; and
         WHEREAS, According to the National Down Syndrome Society,
  there are more than 400,000 people living with this chromosomal
  disorder in the United States today, and these individuals are
  demonstrating daily the success that people with Down syndrome are
  able to achieve; many of these men and women are living
  independently, working in corporations and businesses, both large
  and small, and participating in community activities, and children
  with Down syndrome are attending regular schools, playing on Little
  League teams, and enjoying rich and rewarding lives; and
         WHEREAS, Over the past two decades, advancements in
  scientific research have improved our understanding of
  developmental disabilities, and dedicated physicians, teachers,
  parents, and organizations have established programs that benefit
  individuals with Down syndrome, their families, and their
  communities; moreover, Down syndrome associations across Texas
  have worked closely with other local and government agencies to
  call attention to the achievements, needs, and potential of people
  who have Down syndrome; and
         WHEREAS, Parents of babies with Down syndrome can now receive
  strong support that allows them to plan for their children's future
  with greater confidence and optimism; and
         WHEREAS, The goals of World Down Syndrome Day are to heighten
  awareness and understanding and to promote dignity and opportunity,
  and it is indeed a pleasure to join in supporting this worthy
  initiative; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby recognize March 21, 2011, as World Down Syndrome
  Day in Texas and encourage the public to learn more about the lives
  and achievements of individuals with Down syndrome.
