R E S O L U T I O N
         WHEREAS, Jaime Barceleau of El Paso has been honored with the
  2011 Lifetime Achievement Award by the Rio Grande Branch of the
  National Association of Social Workers; and
         WHEREAS, The organization presents its Lifetime Achievement
  Award to those individuals who have had an accomplished career in
  the field of social work and who have made a lasting impact on their
  community; over the course of more than three decades,
  Mr. Barceleau has forged an outstanding record of achievement while
  tirelessly working to improve the lives of his fellow citizens, and
  his efforts have greatly benefited the city of El Paso; and
         WHEREAS, In his capacity as executive director of the Paso
  Del Norte Children's Development Center, Mr. Barceleau oversees an
  organization whose mission is to provide therapeutic, educational,
  and day-care services to children with special needs; the center
  employs a staff of nearly 100, including doctors, rehabilitation
  therapists, and other health care professionals, and serves
  thousands of individuals every year; and
         WHEREAS, A strong advocate of initiatives to improve the
  health and welfare of his city, Mr. Barceleau has also contributed
  significant time and energy to the successful campaign to build the
  El Paso Children's Hospital, which opens in 2012; in addition, he
  played an instrumental role in establishing the Border Children's
  Mental Health Collaborative, a county department that provides
  mental health care and counseling to children with mental and
  emotional disturbances, and he has served on the boards of a number
  of worthy organizations, among them Goodwill Industries and the
  Northwest Community Health Center; and
         WHEREAS, Through his caring, committed, and dynamic
  leadership, Jaime Barceleau has contributed immeasurably to
  strengthening the health and human service resources of El Paso,
  and he is indeed deserving of this prestigious honor; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Jaime Barceleau on receiving the
  2011 Lifetime Achievement Award from the Rio Grande Branch of the
  National Association of Social Workers and extend to him sincere
  best wishes for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Barceleau as an expression of high regard by the
  Texas House of Representatives.
