R E S O L U T I O N
         WHEREAS, An exceptional community leader who focuses on the
  needs of others first, Carol Vincent of Carthage has been chosen as
  the 2011 Citizen of the Year by the Panola County Chamber of
  Commerce; and
         WHEREAS, Mrs. Vincent is currently serving as chair of the
  board of the Panola College Foundation, which provides funding for
  scholarships and equipment for the college and also assists it in
  acquiring outside grants; she oversaw the foundation's first major
  capital campaign, and the money raised for the college's library
  exceeded the goal and allowed Panola College to undertake a more
  ambitious library project; and
         WHEREAS, Her impressive record of community volunteer
  efforts also includes service as chair of the board of Panola
  General Hospital in the early 1990s, and she led a major effort to
  renovate and ensure the continued accreditation of the hospital, a
  facility that is crucial to the Carthage area; and
         WHEREAS, Mrs. Vincent is a speech pathologist who worked for
  the Carthage Independent School District for 32 years; in all of her
  endeavors, she enjoys the love and support of her husband, Lynn, and
  her three children, Kay Lynn Brumbaugh, Andy Vincent, and Tommy
  Vincent; and
         WHEREAS, Carol Vincent has distinguished herself through her
  dedication to the health and well-being of her community, and her
  many accomplishments and selfless hard work are greatly appreciated
  by all who have the good fortune to know her; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby congratulate Carol Vincent of Carthage on being
  named the 2011 Citizen of the Year by the Panola County Chamber of
  Commerce and extend to her sincere best wishes for continued
  success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Vincent as an expression of high regard by the
  Texas House of Representatives.
